Lets users open lottery tickets from their inventory
Every time a user loses, a configurable amount gets add to the prize pot
The prize pot gets saved between restarts
When a user wins, he gets the full amount, accumulated by the losing users.
The win chance, accumulative amount and the base amount is configurable (see config below).

Usage

Go to the LS Lottery Office in the city to purchase tickets for the available lotteries
Once the lottery has been drawn, return to the LS Lottery Office to redeem your tickets
